Biometric device is EgisTec ES603, have attempted to roll back drivers (option not available), and updating drivers (most up-to-date is in use). Then type services.msc and see if either Windows Hello or Windows Biometric Service has been disabled.

In Windows 8 this is through the ‘settings’ option in the Charms; in Windows 10 it’s in the “All Settings” section of the Es603 fingerprint sensor Centre. Run through the Windows Hello wizard. It seems the stock driver works best for my EgisTec ES603. Remove the device, including the device drivers (click the box that says delete files too) Then use the scan button at the top on the right to check for drivers, it will use the stock windows driver. Important: Don't update it using Windows Update!

It is surprising that it's so hard to remove the fingerprint information. Have you tried removing the drivers for the fingerprint scanner and rebooting? I'm trying to look around for options as well, but it's not really clear to me whether the info is stored on your computer or in the cloud with your microsoft account. Will let you know if I turn anything up.
However, I managed to fix it: 1. Open Device Manager. Under Biometric devices, right click on the fingerprint scanner and Uninstall it. I told it to delete any files. Scan for hardware changes.

Hi there, I have had the same issue with an Egistec ES603 that is installed from factory in a Metabox P157SM laptop. Abs tc-100 thermal printer driver. The scanner used to work from the start with Win 8.1. Since the upgrade to Win 10 it no longer works.
Reinstalled my Logitech mouse drivers (Windows 10 version from site) and issue solved. Also, several OLDER games required me to find the EXE file and disable DPI scaling or the game window stretched. Not applicable if you didn't change DPI scaling at all. Organizing new Start Menu links into groups ('Office' etc) 6.

It is a Microsoft keyboard. Well so far ive found one issue. Sometimes when im on google chrome and i move over to a different window, i cant type at all. I close chrome and bam i can type again.
Also restated the machine a few times to see if the option would appear. Even et the clock forwards a few hours/days to see if that would trigger the Hello options to become available. The search continues.

*Also, apparently you can do a CLEAN INSTALL once you upgrade which does not require a code to be entered. I'm guessing activation goes to an MS server so I highly recommend NOT changing any hardware in between upgrading initially and a clean install as it's not clear what changes will prevent activation. Alright, so Windows Hello is officially a 'thing' and if Panos wasn't lying in his keynote address there is an API in windows that hooks into the security features of the new Skylake-based windows machines. Facial recognition (that can accurately distinguish between identical twins), fingerprint sensors (which have been around for a while), and - in the future - voice recognition (My voice is my passport; Verify me.) Please (PLEASE) enable hooks into the Windows 10 OS to utilize the existing biometric for login to the app - at least as an option.
The fingerprint option appears in the Sign In Options but is greyed out. To enable the fingerprint scanning you must enable windows 'Hello'. To do this you have to create a pin. Once that is done the fingerprint option should be enabled and you can setup fingerprint login. All seems to work for me now.

It did for me. Thx for encouraging partial success. It did recognize it and started to Initialize. But then again it became 'Disabled.' Anyone else, dear microsoft gang??? Look in Device Manager under Universal Serial Bus controllers for your USB Hubs (might have many different kinds of hubs) double click it and check the Power Management tab for 'Allow the computer to turn off this device to save power'Make sure the box is not checked. I did this to all my hubs and it finally worked for me.
